Job Description

Kaukahi, LLC is seeking an experienced and highly skilled Senior Military Master Planner to support military installation planning efforts in compliance with Federal and Department of Defense (DoD) policies and standards. The successful candidate will be responsible for leading, directing, and managing the planning, preparation, and development of key planning documents and initiatives that support military infrastructure and long-term development strategies.



Key Responsibilities:

  • Lead the development of comprehensive planning documents, including but not limited to:
    • Vision Plans
    • Capacity Utilization Studies
    • Requirements Analyses
    • Area Development Plans (ADPs) and Area Development Execution Plans (ADEPs)
    • Installation Planning Standards
  • Manage and direct the work of interdisciplinary teams to support project objectives.
  • Facilitate and lead Planning Charrettes, including stakeholder engagement, data gathering, and visioning sessions.
  • Prepare and develop project documentation using DD Form 1391 in the PAX system, in accordance with MILCON programming requirements.
  • Conduct cost estimates and feasibility analysis for DoD facilities and infrastructure projects.
  • Coordinate effectively with installation stakeholders, federal agencies, and other project partners-both in-person and virtually.
  • Travel as required to conduct site visits, facilitate charrettes, and collect project data.
  • Support project programming efforts through stakeholder interviews, needs assessments, and mission-driven planning.

Qualifications:

  • Bachelor's degree in Urban Planning, Architecture, Engineering, or a related field (Master's degree preferred).
  • Minimum 7 years of relevant experience in military or federal master planning
  • Extensive knowledge of DoD planning processes, UFCs (Unified Facilities Criteria), and MILCON programming.
  • Ability and willingness to travel up to 75% of the time in support of requirements
  • Proficiency in the use of PAX/DD1391 and familiarity with GIS and planning tools.
  • Strong leadership, organizational, and communication skills.
  • Ability to work independently and manage multiple priorities in a dynamic environment.
  • Willingness and ability to travel as needed.

Preferred Qualifications:

  • AICP, PMP, or other relevant professional certifications.
  • Previous experience supporting Army, Navy, Air Force, or other DoD planning programs.
  • Experience working with federal clients in a contractor role.

Physical Requirements


Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. May include lifting weight up to 25 pounds as necessary. Optional: Physically able to walk or stand for more than 6 hours per day
